UPC Calls for Electoral Reforms Ahead of 2026 Elections
As the nation prepares for the 2025/2026 general elections, the UPC is advocating for the implementation of electoral reforms to streamline both campaign activities and polling processes.
Addressing the media in Kampala, Faizo Muzeyi, the head of media and communications at the party, underscored the necessity for reforms. He emphasized that political parties with representation in parliament should receive financial assistance from the treasury for their day-to-day operations, as specified in section 14 A (b) of the amended Political Parties and Organizations Act. Despite this provision, practical implementation has yet to occur.
“We call upon all key stakeholders to refocus on this matter and take decisive action to enhance our electoral processes,” urged Muzeyi.
He highlighted the government’s obligation, as per the act, to finance parties on an equal basis, stressing that this has not been realized. In addition to funding political parties with parliamentary representation, Muzeyi urged the implementation of the section mandating equal financing during general elections, especially in preparation for the 2026 polls.
Muzeyi pointed out that the delayed Women Council Committees, Local Council 1, and 2 elections would contribute to a congested electoral roadmap at the national level. He urged both the government and political parties to engage in thorough discussions concerning the delays and to secure the necessary resources to fund the entire Independent Electoral Commission roadmap.
“It is crucial that we remain focused and decisive on matters concerning democracy and governance. It is evident that all our local and national leaders are chosen by the people and serve for a specific term,” he added. Muzeyi suggested that any delays should only be attributed to more serious issues like natural disasters, rather than simply a lack of resources.
In 2023, the Opposition in Parliament initiated consultations on proposals to amend the Constitution with the aim of introducing reforms that would enhance the country’s political landscape.
