The Uganda National Bureau of Standards (UNBS) has announced tighter regulations for the importation of used motor vehicles into Uganda.
This is in a bid to ensure public safety and environmental protection. UNBS has made it mandatory for all imported used motor vehicles to come with a Certificate of Road Worthiness (CRW) from their countries of origin/export. This regulation falls under the Pre-Export Verification of Conformity (PVOC) Program aimed at preventing the importation of substandard and harmful vehicles.
According to the Acting Executive Director of the Uganda National Bureau of Standards (UNBS), Nangalama Daniel Richard Makayi, UNBS has contracted three international inspection companies to provide PVOC services for used motor vehicles for a period of one year, effective from 2nd April, 2024
The appointed companies are Auto Terminal Japan Limited, Quality Inspection Services, and Consortium of EAA Company and East Africa Auto Terminal Testing. Importers are required to undergo inspection by one of these companies to obtain a CRW before importing used vehicles into Uganda.
Makayi says to facilitate a smooth transition, UNBS has granted a grace period until 1st May, 2024, during which importers, exporters, and car dealers may undergo voluntary inspection with the appointed service providers.
However, after the grace period, all imported used motor vehicles must have a valid Certificate of Road Worthiness at the port of entry/clearance into Uganda. Failure to comply will result in a surcharge of 15% of the CIF value in addition to destination inspection fees.
“A grace period up to 01st May, 2024 has been extended to all Importers, Exporters and Dealers of Used Motor Vehicles. During the grace period, the importers, exporters and car dealers may undertake voluntary inspection with any of the above Service Providers. All Bill of Lading dates after 01 st May, 2024 will be subject to mandatory PVoC requirements.” he says
Makayi reiterated commitment to ensuring the smooth implementation of the new regulations and providing support to importers during the transition period.
He called on Importers and stakeholders to obtain further details from UNBS Head Offices or through their website regarding the PVOC program.
With the implementation of mandatory CRW checks, importers will need to factor in additional costs and logistical considerations when importing used motor vehicles into Uganda.
