In his national budget address for the Financial Year 2025/2026, Minister of Finance, Planning and Economic Development, Hon. Matia Kasaija, announced a UGX 9.9 trillion allocation towards strengthening security, enhancing governance, and promoting the rule of law.
“Madam Speaker, security, good governance, and the rule of law are the foundation for socio-economic transformation,” said Minister Kasaija during his presentation.
The Minister mentioned key aheivements in the current financial year that is coming to an end, they include ;Modernisation of security infrastructure to protect citizens, investors, and tourists. Investment in sophisticated intelligence and border control systems.Adequate funding to the Military, Police, Prisons, and intelligence services for operations, capacity enhancement, and welfare. Promotion of regional peace through Uganda’s participation in peace processes in Somalia, South Sudan, DRC, and Equatorial Guinea. Crime reduction by 4.1%, with cases dropping from 228,074 in 2023 to 218,715 in 2024.
Others are Mass National ID enrolment drive began on 27th May 2025, targeting 17.2 million unregistered Ugandans and renewal of 15.8 million expired cards. Improved immigration services, with passport processing turnaround time reduced from 14 to 4 days. Rollout of the Intelligent Transport Monitoring System (ITMS); over 26,818 vehicles and 62,512 motorcycles registered.Boost to prison productivity, with over 12,000 metric tons of grain, 1,733 tons of maize seed, and 305,485 kilograms of cotton produced. Court victories for the state, saving UGX 548 billion in legal costs from 393 concluded cases.
Also Cattle compensation in Northern and Eastern Uganda, with UGX 142.9 billion paid to 53,592 claimants since FY2021/22 and UGX 80 billion allocated for the coming year. UGX 15 billion allocated for ex gratia payments to Luweero war veterans.
According to Minister Kasaija, the UGX 9.9 trillion will focus on: Modernising and professionalising security agencies;
Improving the welfare of security forces
Supporting the 2026 general elections
Enhancing access to justice and law and order services
Strengthening immigration and border security.
He added that the Government will also intensify the anti-corruption drive by automating systems, investing in forensic audits, and enforcing accountability.
