Uganda and Turkiye Strengthen Defence Ties with Focus on Technology and Security

In a significant stride toward bolstering bilateral ties, Uganda and Turkiye have reaffirmed their commitment to deepening defence cooperation. This collaboration focuses on military equipment, training, and technology transfer, with both nations recognizing the strategic importance of their partnership in regional and global security.

The commitment was underscored during the 4th Uganda-Turkiye Defence Industries Cooperation Meeting, held at the National Enterprise Corporation (NEC) headquarters in Kampala on 4th December 2024. The event brought together high-ranking officials from both countries, emphasizing their shared dedication to advancing mutual defence interests.

The foundation of this partnership dates back to 2016 when an agreement on defence industries cooperation was signed. Lieutenant General James Mugira, the Managing Director of NEC, highlighted the significance of this agreement, which was endorsed in the presence of the Heads of State of Uganda and Turkiye.

“This agreement demonstrates the importance our two nations place on cooperation in defence industries. It has laid the groundwork for fruitful engagements, enabling Uganda to benefit from Turkiye’s advanced expertise and technology,” Gen Mugira remarked.

The meeting explored various avenues for collaboration, with particular emphasis on:

Turkiye’s advanced defence manufacturing capabilities provide Uganda with access to modern military equipment and the opportunity to enhance its defence infrastructure.
Training Programs: Capacity-building initiatives aimed at equipping Uganda’s military personnel with skills in handling and maintaining advanced technologies.
Biometric Identification Systems: A significant focus was placed on integrating advanced biometric technologies to enhance national security systems.
Turkiye’s Commitment
Mr. Gökhan Uçar, Deputy Secretary of the Secretariat of Defence Industries in Turkiye, led the Turkish delegation. He reiterated Turkiye’s commitment to strengthening its defence ties with Uganda, recognizing the country’s strategic role in Africa.

“Uganda is a key player in Africa, and we are eager to share our expertise and collaborate on defence projects. Our cooperation has the potential to contribute to peace and stability in the region,” said Mr. Uçar.

For Uganda, the partnership with Turkiye aligns with its long-term goals of modernizing its defence capabilities and fostering self-reliance in security and defence industries. NEC, as the government’s commercial arm, plays a pivotal role in realizing these objectives.

Gen Mugira expressed optimism about the future of the partnership, stating, “This collaboration positions Uganda to take significant steps toward becoming a leader in defence technologies in the region. It also fosters industrial growth and creates employment opportunities.”

The meeting shared vision for enhanced cooperation in defence and security. Both parties expressed confidence in the potential of their partnership to address evolving security challenges and promote technological advancements.
