Operatives from the Directorate of Criminal Investigations have arrested Dr Stella Nyanzi, a Makerere University researcher on allegations that she abused President Museveni and his deceased mother.

Dr Nyanzi was arrested reportedly picked from Makerere University on Friday and driven to Special Investigations Division headquarters at Kireka where she is said to be detained.

Dr Nyanzi abused President Museveni and his deceased mother on September 16 using her Facebook page.

As a result, Nyanzi faces charges of cyber harassment and offensive communication.

According to Section 25 of the Computer Misuse Act 2011 on offensive communication, “Any person who willfully and repeatedly uses electronic communication to disturb or attempts to disturb the peace, quiet or right of privacy of any person with no purpose of legitimate communication whether or not a conversation ensues commits a misdemeanour and is liable on conviction to a fine not exceeding twenty-four currency points or imprisonment not exceeding one year or both.”

Relatedly, last year Dr Stella Nyanzi was arrested and charged with two counts of cyber harassment contrary to Section 24 of the Computer Misuse Act of 2011 and Offensive Communication Section 25 of the same law.
