Speaker of Parliament Rt. Hon. Anita Among has officially declared her wealth to the Inspectorate of Government, fulfilling the requirements of the Leadership Code Act.
The Act mandates all public officers to declare their income, assets, and liabilities as a measure to promote transparency, accountability, and public trust in governance, every two years.
Among who hosted the Inspector General of Government (IGG) Beti Olive Kamya and her delegation at Parliament on Thursday submitted her declaration and also received the declarations from the (IGG) and her two deputies.
“In the spirit of transparency, it is my pleasure to receive the declarations of the IGG and her deputies infront of all these officials,” she said
On her declarations among said: ” This is public information and if any of you wants to enter and check, feel free because we have nothing to hide.
The IGG Kamya however observed that since the exercise was officially opened on March 03rd, 2025, only 37 percent have so far complied despite the limited time remaining , up to March 31st. Kamya noted that in 2023, 90 percent complied and declared their income , assets and liabilities.
She further warned of consequences under the same law if one fails to declare their income, assets, and liabilities.
“It is moving very smoothly. The declaration is virtual on the online declaration system and it will be closed by March 31st. I want to remind people that there will be consequences for those who fail to declare like removal or dismissal from office.” Kamya stated
In the same vain, the speaker urged all leaders to comply with the Leadership Code Act by declaring their incomes, assets, and liabilities within the remaining 18 days.
“We need the number to increase, non declaration has grave consequences. And delaying to submit results can lead to the system clogging which sometimes will hinder one’s submission from reaching in time. So lets all comply and be transparent” she added
The declaration exercise is a key anti-corruption measure aimed at ensuring integrity among public officials. The Inspectorate of Government is expected to review the submissions and take necessary action where discrepancies arise.
The Inspectorate of Government (IG) initiated the mandatory declaration of income, assets, and liabilities for public officials, as stipulated by the Leadership Code Act. This exercise, running from March 1 to March 31, 2025, aims to enhance transparency and accountability within public service.
Chief Justice Hon. Alfonse Owiny Dollo officially launched the declaration period on March 3, 2025, emphasizing the importance of compliance in promoting good governance.
During the launch, IGG Kamya highlighted that under-declaration remains a concern, with some officials registering assets under relatives’ names. To address this, she explained that the IGG is advocating for legislation that would allow public access to these declarations, thereby strengthening citizen oversight.
The declarations are to be submitted digitally through the Inspectorate of Government Online Declaration System (IG-ODS). Leaders are advised to provide personal email addresses and mobile phone numbers to safeguard their information. Failure to comply, including late submission or false declarations, constitutes a breach of the law and may result in penalties such as fines, demotion, or dismissal from office.
