Salva Kiir, Machar Agree to Delay New Government by 100 Days

The Tripartite Summit of the Heads of State of Uganda, Sudan and South Sudan that took place at State House, Entebbe on the revitalized Agreement on Resolution of the Conflict in South Sudan, has agreed to extend the Pre-Transitional period for one hundred days effective 12th November 2019 in order to, among others, handle the incomplete critical tasks  related to the security arrangements, including the formation of a revitalized transitional government of National Unity.

The one-day Summit was convened by President Yoweri Museveni and attended by the President of the Transitional Sovereign Council of Sudan, Abdalftah Alburhan, who are the guarantors of the Revitalised Agreement on the Resolution of Conflict in the Republic of South Sudan. The Tripartite included President Salva Kiir of South Sudan.

The summit was also attended by Dr. Riek Machar, who is the Chairperson of the South Sudan Liberation Movement in Opposition and Mr. Stephen Kalonzo Musyoka, who is Kenya’s Special Envoy on South Sudan.

In a communiqué issued after the Summit and read by Uganda’s Foreign Affairs Minister, Mr. Sam Kuteesa, the leaders noted that there were a number of critical matters that needed to be attended to before the formation of the Revitalised Transitional government of National Unity in South Sudan. The Summit, therefore, agreed to extend the transitional period for 100 days from 12th November 2019 and to review the progress on these matters in 50 days from that date.  A report will be submitted to the Heads of States and parties involved.

During that period Uganda, Sudan, South Sudan and Kenya who were represented in the summit, will request the regional Inter-governmental Authority on Development (IGAD), which has been at the forefront of peace talks in South Sudan, to address the status of Dr. Riek Machar.

The leaders also urged the international community to continue supporting the implementation of the Revitalised Agreement on the Resolution of the Conflict in South Sudan.

President Salva Kiir and Sudan’s leader, Abdalftah Alburhan, commended President Museveni and the Government of Uganda for hosting the Summit.
