The House of Bishops of the Church of Uganda, convened at Lweza Training and Conference Centre, has elected Rev. Canon Associate Prof. Dr. Grace Lubaale as the fourth Bishop of Busoga Diocese. His consecration and enthronement are scheduled for December 14, 2025, at Christ’s Cathedral, Bugembe, in Jinja District.

Born on October 9, 1978, in Bugombya Zone, Butansi Parish, Butansi Sub-county, Bugabula County, Kamuli District, Dr. Lubaale has a distinguished background in both academia and ministry. He is currently an Associate Professor at Kyambogo University, specializing in Education, Gender, Human Rights, Ethics, Planning, Policy, NGOs, and Public & Private Sector Development. His academic credentials include a doctorate in education, and he has held various leadership roles within the university.

Dr. Lubaale’s spiritual journey began in December 1994, when he committed his life to Christ. He was ordained as a Deacon in 2008 and as a Priest in 2009 in the Diocese of Kampala. In November 2024, he was installed as Canon of Education and Training at All Saints’ Cathedral, Kampala. His election as Bishop follows the retirement of Rt. Rev. Paul Moses Samson Naimanhye, who served as the Bishop of Busoga Diocese for nine years.

Rev. Canon Dr. Lubaale is married to Clare Louise Atuheirwe, and together they are blessed with four children. Academically, he holds a Doctorate of Philosophy in Development Studies, a Master of Arts in Theology, a Master of Arts in Development Studies, and a Bachelor of Arts with Education.

On the same day, the Archbishop of the Church of Uganda, The Most Rev. Dr. Stephen Samuel Kaziimba Mugalu, commissioned the Provincial Tribunal to oversee disputes within the Church.

The Tribunal, which underwent orientation led by Justice Mike Chibita of the Supreme Court, comprises senior clergy and legal experts. Members include Canon Naboth Muhairwe as Chairman, Bishop Prof. Fred Sheldon Mwesigwa of Ankole Diocese, Bishop Onesimus Asiimwe of North Kigezi Diocese, Bishop Pons Awinjo Ozelle of Nebbi Diocese, Bishop James Bukomeko of Mityana Diocese, Bishop George Turyasingura of East Ruwenzori, and Bishop John Wilson Nandaah of Mbale Diocese.

Representatives of the laity and clergy include Justice Hellen Obura and The Very Rev. Canon Dr. Rebecca Nyegenye, respectively.

Plans for Busoga Diocese

Upon his election, Dr. Lubaale expressed a commitment to deepening the spiritual and developmental impact of the Church in Busoga. He emphasized the importance of education, community empowerment, and ethical leadership in his ministry. His vision aligns with the Church’s broader goals of fostering holistic development and addressing the needs of the faithful in the region.

The consecration and enthronement ceremony on December 14, 2025, at Christ’s Cathedral, Bugembe, is expected to be a significant event for the Anglican community in Busoga and the wider Church of Uganda.
