PS Ggoobi Orders Swift Disbursement of PDM Funds
Ramathan Ggoobi, the Permanent Secretary of the Ministry of Finance, Planning, and Economic Development, who also serves as the Secretary to the Treasury, has instructed all accounting officers to accelerate the disbursement of funds for the Parish Development Model (PDM) to ensure that the intended beneficiaries receive timely support.
Ggoobi issued these directives while chairing a meeting at the Ministry of Finance offices that focused on reviewing the progress of PDM implementation. He emphasized the importance of disbursing funds promptly to the target beneficiaries.
“Leaders at all levels must intensify their monitoring efforts regarding PDM implementation within their respective regions,” Ggoobi stated.
The meeting also reviewed the financial inclusion disbursement status report for August 2024. Ggoobi highlighted that Shs200 million has been allocated to each PDM Savings and Credit Cooperative Organisation (SACCO) nationwide.
“This funding is in addition to the amounts previously distributed through districts in the first year of the PDM initiative,” Ggoobi added.
He reported high disbursement rates in Kira Municipality and several districts, including Kwania, Namayingo, Buyende, Butebo, Kitgum, and Nakasongola. However, he also acknowledged challenges in 46 districts, where disbursement has been slow due to delays in community selection, profiling, and preparation of beneficiaries.
Furthermore, Ggoobi raised concerns about reports of extortion involving parish chiefs and focal persons, which have further hindered the disbursement process. He urged leaders to remain vigilant against any attempts to sabotage the PDM program.
