President Museveni Makes Major Changes to Uganda Police Force

President Yoweri Museveni has wielded his constitutional authority to enact significant reforms within the Uganda Police Force.

Among the notable changes is the reassignment of Senior Commissioner of Police (SCP) Fred Enanga, formerly the police spokesperson, who now assumes the role of Deputy Director of Interpol-Uganda.

Fred Enanga’s career trajectory  is marked by a steadfast dedication to public service. He transitioned into the Uganda Police Force in 2001 after excelling in rigorous selection processes. His early roles included serving as an Operations Officer in Entebbe and subsequently as a CID Officer in the Ssembabule district, where he handled complex cases involving land disputes, political incidents, and violent crimes.

Enanga’s career further flourished with assignments in Lira Municipality and CID headquarters, where he also served as a Public Relations Officer.

In 2018, Enanga was appointed as the Uganda Police Force spokesperson, a position he held with distinction, earning him accolades such as the Golden Jubilee Medal on Heroes Day in 2022. He was promoted in 2022 to Senior Commissioner of Police.

In the latest restructuring, Enanga will now serve as Deputy Director of Interpol-Uganda, underpinning his versatile expertise in both national and international law enforcement. His role will involve collaboration with Assistant Inspector General of Police (AIGP) Grace Akullo, who assumes a pivotal position within Interpol-Uganda.

Additionally, Assistant Commissioner of Police (ACP) Rusoke Kituuma replaces Enanga as police spokesperson from a position of Regional Police Commander Rwizi policing region, with ACP Clare Nabakka appointed as Kituuma’s deputy.

Other appointments include CP James Ruhweza as deputy director of Operations Services under SCP Frank Mwesigwa, and SCP Stephen Tanui as deputy director of Fire and Rescue Services under AIGP Fadhir Kamali.

CP Sarah Kibwika, former commandant of the Professional Standards Unit (PSU), transitions to Commissioner in charge of Human Resources Management (HRM), with SCP Christine Nanding stepping in as the new PSU commandant.
