President Yoweri Kaguta Museveni has appointed Mr. Arthur Mugyenyi as the new Director General of the Internal Security Organization (ISO), replacing the late Brig. Gen. Charles Oluka, who passed away on January 29, 2025.
Oluka was appointed on October 8, 2020, as the Director General of ISO, a position he held until his death .
Additionally, the President has named Mr. Tony Kinyera Apecu as Deputy Director General of ISO, taking over from Col. Emma Katabazi, who has been reassigned as Deputy Ambassador.
These appointments are expected to strengthen the leadership of Uganda’s intelligence agency.
Mugyenyi, the newly appointed Director General of ISO, has a background in political intelligence within the organization. He previously served as the Deputy Director for Political Intelligence at ISO. Mugyenyi hails from a well-connected family in Nyabushozi, Kiruhura District; his father, Charles Rutembara, was a close associate of the late Amos Kaguta, President Museveni’s father.
