President Yoweri Kaguta Museveni and the First Lady also Minister of Education and Sports, Maama Janet Museveni have this afternoon participated in the ongoing mass registration and renewal exercise of the National Identity Cards at State Lodge, Nakasero.
The project is being implemented by the National Identification and Registration Authority (NIRA) and the renewal exercise was efficiently conducted by a team from the authority, led by the Executive Director, Ms. Rosemary Kisembo.
The registration of citizens is regarded as a crucial component of national security, ensuring that every individual is accounted for within the nation’s identity framework. Enhanced biometric technology associated with these ID cards provides a reliable and unalterable means of establishing identity.
This initiative underscores the government’s commitment to strengthening national identity systems and fostering socio-economic transformation.
To renew your Ugandan National ID, one will need to present either their original or a photocopy of their expired ID card or a police letter if its lost. Renewal is free if the biographic details have not changed. If one is replacing a lost ID, a fee of Shs 50,000 applies. For corrections or changes to existing records, a fee of Shs 200,000 is required.
- Renewal: Present your old National ID card (original or photocopy) or a police letter if lost.
- Lost ID Replacement: Requires a valid police letter and a fee of Shs 50,000.
- Corrections/Changes: Requires full documentation and a fee of Shs 200,000.
- New Registration: If you’re registering for the first time, you’ll need an introduction letter from the LC1 Chairperson and stamped by the Internal Security Officer.

Who is eligible for Mass Enrolment:
A person who has NEVER applied for registration of a national identification card or National Identification Number (NIN), or a person who applied but has never received a NIN. This includes children who have NEVER been registered and assigned NINs. Also a person whose national identification card was first issued in 2014 or 2015 and such is due to expire in 2024 or 2025.

NIRA is working with partners to avail mobile kits to enroll persons unable to reach the parish due to illness or any other reason from the place where they are.
What are the Consequences of Non – Renewal?
Under Regulation 23 of the Registration of Persons Regulations SI 67 of 2015, a person who defaults on renewal of a national identification card may pay a fee of not more than UGX 40,000/= in respect of each day of default.
