PPDA Calls for Accountability in Construction of Seed Secondary Schools
The Public Procurement and Disposal of Public Assets Authority (PPDA) has emphasized the importance of accountability and transparency in the construction of seed secondary schools funded under the Uganda Intergovernmental Fiscal Transfers Program (UGIFT).
Dr. Levi Kabagambe, a Procurement Specialist on the PPDA Board, highlighted the need for timely reporting and monitoring of these projects to ensure value for money and quality outcomes.
Dr. Kabagambe specifically urged PPDA board members in the Bunyoro Sub-Region to oversee the progress of these seed school projects. He emphasized community engagement, encouraging local communities to take ownership of the projects and to report any signs of corruption or substandard work.
One of the seed secondary schools under construction is the Kidukuru Seed Secondary School in Buhanika Sub-County, Hoima District, with a budget of 3.4 billion shillings. The project, managed by P and D Traders and Contractors Limited, began on December 9, 2022, and is slated for completion by December 9, 2024.
The scope of work includes various components such as an administration block, classrooms, staff quarters, a computer lab, a library, and a playground, with the current focus on roofing.
Julius K Ishungisa, the PPDA Board Chairperson, expressed satisfaction with the progress during a recent monitoring visit to Kidukuru Seed Secondary School. He emphasized the contractor’s responsibility to adhere to the agreed timeline to ensure the project’s timely completion.
Engineer Martin Ssengendo, the site manager, reported that construction progress stands at 69 percent and expressed confidence in meeting the project’s completion deadline.
Ismail Kusemererwa, Executive Director of the Mid-Western Region Anti-Corruption Coalition and a PPDA monitor in Bunyoro, stressed the importance of transparency throughout the project’s implementation.
The Kidukuru Seed Secondary School project serves as a focal point for these efforts, with a focus on timely completion and adherence to quality standards.
