Police Officer Whose Gun Killed Indian Dismissed, Charged With Neglect Of Duty

The Uganda Police Disciplinary Court has dismissed Police Constable Steven Mulombo after his gun was used in the killing of an Indian money lender at Raja Chambers along Parliamentary Avenue.

The killer gun, an AK 47 was stolen by PC Ivan Wabwire from a room he shares with Mulombo and used to kill Uttam Bhandari a director TFS financial services. The two disagreed over two loans Wabwire was reportedly servicing.

On Saturday, the Kampala metropolitan police spokesperson Patrick Onyango said Mulombo failed to return the gun to the armory after his night duty. He explained that Mulombo received a call from his family stating that his child was unwell.

“The suspect was sharing a house with a fellow police officer. His housemate had worked at night and didn’t return the gun to the armory instead he went with it to their house, shortly he got a call that his child was sick, he rushed to go and check on the child leaving the gun behind,”  Onyango explained

According police spokesperson, Fred Enanga, Mulombo was arrested on Friday and has been dismissed with disgrace from the force. He says the suspect has been charged with gross indiscipline and negligence.

“The tragic murder could have avoided if the owner of the killer weapon had not left it unattended to in the room he shared with Wabwire. This was an outright case of gross indiscipline and negligence. As a result, he has been charged in the disciplinary court with discreditable conduct and dismissed from the force this morning,” Enanga said.

Enanga adds his file was sent to the Director of Criminal Investigations for prosecution on charges of neglect of duty.
