Police Constable On The Run After Shooting Dead Indian National

Police in Kampala have started a hunt for a police constable accused of murdering a money lender of Indian Descent over a loan of an unspecified amount.

The deceased Indian has been identified as Uttam Bhandari a director at TFS Financial Services located at Raja Chambers along Parliamentary Avenue. He was gunned down by Police Constable Ivan Wabwire No.67029 on Friday May 12,2023 at about 12:30 pm.

According to the Kampala Metropolitan Police Spokesperson Patrick Onyango, Wabwire failed to agree with Uttam on the amount of interest incurred on two loans he had borrowed and was servicing since 2020.

Onyango explains that Wabwire had approached the money lender for a quotation to be presented to a bank interested in buying off the loan. However, in the process of a deep heated argument, Wabwire corked his AK47 gun at the CCTV cameras and disabled them before turning and shooting Uttam severally , killing him on the spot.

“The police man had acquired a loan with TFS financial services in 2020.They told him the amount (loan balance) and he started arguing, he could not believe that’s the amount he’s supposed to pay. According to one of the workers who was inside the room, the police officer shot at the cameras (CCTV cameras), so when he shot the camera, everybody who was inside took off,” Onyango said.

Onyango further explains that after the shooting , Wabwire jumped on a boda and rushed to CPS police station where he abandoned the killer gun.

He says a  team of Police officers led by KMP Commander SCP Steven Tanui responded to the scene and
cordoned off the area. Relevant statements were recorded from key witnesses and some of the workers of TFS financial services.

The body was conveyed to Mulago city mortuary.
