Police Arrest Hooded Armed Men In Kampala

Kira Road Police Station has arrested two men; Elias Elibu and Charles Emeru who were riding on a motorcycle along Bukoto Road.

The arrest was effected by a response team led by DPC Kira Road Police SP. Michael Kasigire who recovered two SAR riffles.

Upon questioning by the police, the suspects told police they belonged to Tactical Security Services a local private security company based at Mutesa II Road in Ntinda.

Their arrest came as a result of social media concerns by some concerned citizens who raised an alarm about some unknown hooded armed men travelling on the Kyanja- Kisasi road using a motorcycle registration number UEU 497T carrying guns.

“The security company was contacted, verified the identities of the security guards and cautioned about the general standard procedures required of all Private Security Organisations (PSOs),” said police in a statement.

The arrest is also an enforcement of the directive by President Museveni as issued during his 10-point security plan address to parliament in June.

His Excellency the President of the Republic of Uganda while addressing parliament of Uganda on state of security in the country on 20th June 2018, directed that inter-alia persons riding motorcycles, bicycles and driving motor vehicles should henceforth not wear hoods.

This also extends to driving, riding while putting on anything that can conceal, obscure facial disposition.

This is because most high profile people who have been killed in the recent past were shot by people moving on motorcycles. The assailants are also said to have used hoods to hide their identities.
