Parliament Set to Vet Newly Appointed Ministers
The Appointments Committee, chaired by Speaker Anita Among, is scheduled to vet the newly appointed Ministers on Monday.
Among the new appointees are prominent figures such as General Wilson Mbasu Mbadi, who previously served as the Chief of Defense Forces and has now been reassigned as the State Minister for Cooperatives (Trade). Dr. Kenneth Omona, formerly the Principal Private Secretary to the President, has been appointed as the Minister of State for Northern Uganda in the Prime Minister’s Office.
Additionally, Lillian Aber, the Kitgum Woman MP on the NRM ticket, has been appointed as the Minister of State for Relief and Disaster Management in the Prime Minister’s Office.
Phiona Nyamutoro, previously the NRM Youth MP, has been appointed as the State Minister for Energy. Florence Nambozo Wamala has been appointed as the Minister of State for Karamoja in the Prime Minister’s Office.
President Yoweri Museveni recently reshuffled his cabinet, introducing new faces and replacing some ministers.
As per Rule 155(1) of Parliament’s Rules of Procedure, the Appointments Committee is responsible for approving appointments nominated by the President under the Constitution or any other appointment required to be approved by Parliament under any law. The Speaker of Parliament chairs the Committee.
By 10 am this morning, Balaam Byarugara had arrived at Parliament for vetting. Balaam Byarugara, also known as Balaam, has been appointed as the Minister of State for Gender, Labour, and Social Development in charge of Children and Youth Affairs.
Background on General Wilson Mbasu Mbadi:
General Wilson Mbasu Mbadi is a senior military officer in the Uganda People’s Defence Forces (UPDF) and the former Chief of Defense Forces. He was born on June 6, 1962, in Kasese District. Mbadi has undergone extensive military education, including courses in Uganda, the United Kingdom, Zambia, Tanzania, India, and the United States.
Throughout his military career, Mbadi has held various positions of command and responsibility, including serving as the Aide-de-Camp to the President of Uganda and as the Joint Chief of Staff of the UPDF. He is also the Inspector General of UPDF and holds several other positions within the military and government bodies.
Background on Balaam Byarugara:
Balaam Byarugara, also known as Balaam Ateenyi, is a politician, businessman, and music and events promoter. Born on July 28, 1979, Balaam holds a Bachelor of Commerce degree from Makerere University and a Master of Business Administration from Cavendish University.
He is the CEO of Balaam Group of Companies, with investments in various sectors including entertainment, broadcasting, real estate, manufacturing, hotels, and resorts. Balaam is also involved in politics under pressure group Patriotic League of Uganda (PLU) under the leader ship of the newly appointed CDF, Gen. Muhoozi Kainerugaba .
Background on Lillian Aber:
Lillian Aber is the women’s representative for Kitgum District in the eleventh Parliament of Uganda. She holds a bachelor’s degree in English Language and communication skills from Makerere University, as well as master’s degrees in public administration and management and business administration. Aber is a senior presidential advisor on youth and has been actively involved in politics and youth advocacy. She is also a member of Patriotic League of Uganda (PLU)

Phiona Nyamutoro holds a First Class Bachelor’s Degree in Development Studies and a Master’s in Public Administration and Management from Makerere University. She has extensive experience working with young people in various fields and is passionate about championing positive voices and actions of young people in Uganda.
These appointments mark significant changes in Uganda’s political landscape, with new faces taking on key ministerial roles. The vetting process by the Appointments Committee will ensure that these appointments are duly approved by Parliament in accordance with established procedures.
