Parliament Approves KCCA Land Leases to Buganda Kingdom

Kampala Capital City Authority (KCCA) has received the greenlight from lawmakers to lease Plot 406, Namirembe Road to Buganda Kingdom among other beneficiaries.

Similarly, Parliament gave KCCA approval to lease Plot M880, Offspring Road to a developer who lost land along Nakivubo Channel as a result of development of the area.

Parliament passed the motion to authorise KCCA to lease the two plots during plenary sitting, chaired by Speaker Anita Among on Thursday, 29 May 2025.

The Minister of State, Kampala Capital City and Metropolitan Affairs, Hon. Kyofatogabye Kabuye, presented the motion, that also sought Parliamentary approval to allow KCCA to lease Plot M731 Old Kira Road to Youth Alive Uganda, to construct permanent offices and Plot 02, Kenneth Close in Kamwokya to Pinnacle Concept to construct a furniture showroom.

The motion further sought approval of leasing of Plot M69 and M70, in Lugogo to Mengo Tree Fraternity.

The minister said that KCCA obtained all necessary approvals required to lease the land, adding that the land is already being occupied by the intended beneficiaries.

“Leasing of the land will help bring development to the city and help the authority to raise revenue and bring services to the people of Kampala,” he said.

However, the Committee of Physical Infrastructure disapproved leasing of the three plots, on grounds that plots M69 and M70, in Lugogo and Plot 02, Kenneth Close in Kamwokya lacked valuation reports from the Office of the Government Valuer.

The committee further noted that Plot M731 in Old Kira Road lacked documentation from the Ministry of Finance, Planning and Economic Development.

Presenting the committee’s report, Hon. Muhamad Nsegumire (NRM, Mityana County North) said it was recommended that KCCA should fast-track valuation of the plots and attain clearance from the finance ministry.

“The committee recommends that Parliament authorises KCCA to lease plots 406, Namirembe Road and M880, Offspring Road and urges KCCA to fast-track valuation of plots 02 Kenneth Close in Kamwokya and M69 and M70 in Lugogo,” said Nsegumire.

The committee also urged KCCA to attain clearance from the ministry for Plot M731 in Old Kira Road in order to attain Parliamentary approval.

Hon. Tony Ayoo (NRM, Kwania County) agreed with the committee’s recommendation, but urged government to ensure that the Public Finance Management Act is followed in leasing of land.

“Many plots and public land have been disposed without following the law. A lot of land has been disposed fraudulently,” he said.
