Rusoke Kituuma, the newly appointed spokesman for the Uganda Police, has pledged to uphold integrity, respect, and compassion as he officially begins his tenure.
Kituuma, appointed last week by Inspector General of Police (IGP) Abass Byakagaba, replaces Fred Enanga, who is now serving as Deputy Director at INTERPOL.
In his maiden speech at the Police Headquarters in Naguru, Kampala, on Monday, Kituuma expressed gratitude to IGP Byakagaba for his appointment. He acknowledged the trust placed in him and viewed it as an opportunity for professional growth. He also extended his appreciation to his predecessor, Senior Commissioner of Police Fred Enanga, for his remarkable contribution to the office of press and public relations.
“In his farewell communication on July 1, 2024, Fred Enanga urged me to act with integrity, respect, and compassion. I pledge to hold to those values and look forward to tapping into his vast experience,” Kituuma said.
Kituuma further emphasized his commitment to maintaining an open-door policy and fostering a strong relationship with the media.
“I pledge my unwavering partnership with the Fourth Estate, which plays a very vital role in empowering citizens with information. I am here to be part of you time and again,” he stated.
He acknowledged the challenges ahead but expressed confidence in his ability to meet expectations.
“I’m cognizant of the uphill task ahead of me as I undertake the assignments entrusted to me. However, I pledge to commit my effort and expertise with dedication to the expectations of the IGP, the Uganda Police Institution, and the people of the Republic of Uganda,” Kituuma assured.
Kituuma shared a brief overview of his background, noting his previous role as Regional Police Commander in the Rwizi region and various other capacities he has held within the police force.
“I have served in several capacities as an operations officer and as a District Police Commander in several districts. I have also worked at police headquarters before,” he explained.
Kituuma concluded his speech with a call for collective effort and cooperation to achieve progress.
