Museveni Issues Eviction Ultimatum to Balaalo Occupying Non-Fenced Farmland in Greater North
President Yoweri Kaguta Museveni has issued a directive to the Balaalo community occupying non-fenced farmland in the Greater North region, including Lango, Acholi, and West Nile. He stressed that those with cows in non-fenced areas must vacate immediately due to the risk of recklessness and potential damage to crops. The President also ordered Balaalo occupying government land like Lakang and Aswa ranch to leave within three weeks.
Museveni explained that the disagreement between the Balaalo and the local population primarily revolves around crop destruction and land ownership issues. He emphasized that people should not destroy others’ crops regardless of ownership or rental agreements. The President announced plans to draft a law criminalizing this type of nomadism.
To address the issue comprehensively, President Museveni expressed his intention to convene a final meeting involving both those advocating for immediate eviction of the Balaalo and those suggesting a more gradual approach. He highlighted the importance of distinguishing between properly fenced and rented land, which would be addressed separately.
The President urged caution when discussing the Balaalo issue, emphasizing the potential for sensitivities and conflicts. He shared an anecdote of Acholi people seeking refuge in Bweyale during the war, highlighting the need for a balanced approach to this complex situation.
Museveni also mentioned cultural clashes and behavior concerns among the Balaalo, suggesting these issues would be discussed in smaller group meetings.
Regarding land use, the President blamed MPs and leaders for failing to promote his agricultural commercialization program, which could alleviate land underutilization. He stressed the importance of transitioning from free-range grazing to deliberate grass planting for more efficient cattle farming.
In addition, Museveni cautioned against land fragmentation upon the death of a family head and urged cultural leaders to adapt clan land laws to facilitate development. He encouraged the people of Acholi to support development initiatives, including the dairy industry, to improve their welfare.
The President was made aware of Balaalo encroachment on local land and their mistreatment by some members of this community. The Kilak North Member of Parliament, Hon. Anthony Akol, highlighted Executive Order No. 3 passed by the President.
