Mukono District has taken a major step toward shaping its urban future with the official receipt of the Situation Analysis Report, a key component of the Mukono District Physical Development Plan 2025–2040.
This initiative, supported by the Greater Kampala Metropolitan Area (GKMA) and the World Bank, is set to provide a comprehensive framework for orderly, inclusive, and sustainable urban development throughout the district.
The Mukono District Council commissioned Latitude Consulting Group Limited to prepare the Physical Development Plan. The consulting team, led by Mr. Omolo Fredrick, presented the Situation Analysis Report to key stakeholders during a meeting held at the District Headquarters. This report serves as a critical foundation for informed dialogue, stakeholder engagement, and alignment with both community aspirations and national development priorities.
The meeting was officially opened by the LC V Chairperson, Hon. Rev. Dr. Peter Bakaluba Mukasa, and attended by members of the District Executive Committee, Principal Assistant Chief Administrator Mr. Daniel Kamara (on behalf of the CAO, Ms. Elizabeth Namanda), Honourable Councilors from various sub-counties, Heads of Departments, Town Clerks, Sub County Chiefs, and representatives from the Mukono Development Forum.
The Situation Analysis Report marks the initial phase in crafting the Physical Development Plan, which will act as a roadmap for guiding Mukono’s urban growth between 2025 and 2040. The goal is to promote development that is structured, environmentally conscious, and centered on the needs of the people.
Mr. Wilson Awuzu, an urban development expert from the Ministry of Kampala and Metropolitan Affairs, commended the Mukono District leadership for their commitment to the planning process. He highlighted that under the GKMA framework, districts that fail to effectively utilize allocated development funds risk facing penalties. He praised Mukono for staying on course and urged the leadership to develop a detailed and strategic plan to enhance the district’s chances of securing more development funding in the 2025/2026 financial year.
Ms. Mercy Kaneisigye, a Physical Planner representing the Commissioner from the Ministry of Lands, Housing and Urban Development, also lauded Mukono District for initiating a district-wide physical development plan. She noted that very few districts in Uganda have successfully undertaken such a process and attributed Mukono’s progress to the valuable support from GKMA and the World Bank.
“Having a district physical development plan is a major achievement. It positions Mukono to lead on sustainable development and urban management,” Ms. Kaneisigye stated.
She further urged district leaders to ensure widespread awareness and inclusive participation during the implementation phase of the plan.
“This legal document must not remain on the shelves. Leaders must involve religious and cultural figures, as well as community influencers, to champion the planning agenda. Planning is about changing mindsets, and that message must be echoed across the entire district.”
Ms. Kaneisigye also advised Mukono to coordinate its development strategies with neighboring districts, noting that sustainable development cannot occur in isolation.
“If Mukono develops in isolation, it may create unintended challenges for surrounding areas. A collaborative and integrated approach is key,” she emphasized.
In his remarks, Hon. Rev. Dr. Peter Bakaluba Mukasa expressed gratitude to Latitude Consulting Group for compiling the Situation Analysis Report and offering valuable recommendations. He underscored the importance of using the report’s insights to promote coordinated and structured development across all sub-counties and town councils.
“We must avoid fragmented or uncoordinated development. With this plan, we will have a framework to guide infrastructure investments—such as roads, housing, and services—ensuring that development is equitable and no area is left behind,” he said.
“Some parts of our district are still living in poor conditions. This plan is a tool to transform those communities.”
This engagement marks a significant milestone in Mukono’s development journey. By working closely with technical experts, government ministries, and development partners, Mukono District is demonstrating strong leadership and a firm commitment to long-term, inclusive, and sustainable urban planning.
