Parliament has granted Tororo District Woman MP. Hon Sarah Opendi leave to introduce the Bill the proposed “Alcohol Control Bill, 2022”.

Hon. Opendi moved a motion seeking leave of the House to introduce the bill.

The bill seeks to among other things create public awareness on the dangers of excessive consumption of alcoholic drinks, to rehabilitate, counsel and treat persons who have developed mental challenges arising from the excessive use of alcoholic drinks.

It also regulates the importation, sale and consumption of alcoholic drinks.

Ensures license for persons trading in alcoholic drinks and premises where alcoholic drinks are sold, prohibits the sale of alcoholic drinks to specified persons and  regulates the promotion and advertisement of alcoholic drinks.

However, the Deputy Attorney General Kafuuzi Jackson says that the proposed “Alcohol Control Bill, 2022” offends the provisions of Article 93 of the 1995 Constitution.

He says the proposed bill puts restriction to matters of financial obligation.
