MoW Unveils Plan to Return Residue Land Tittles to Affected Persons.

The Ministry of Works and Transport has rolled out a detailed plan to give back residue land titles to the affected persons which land titles have been under it’s custody and were originally taken over by the former Uganda National Roads Authority which was dissolved and it’s operations were integrated into the Ministry of Works and Transport.

This exercise has started with Mukono – Katosi/Kisoga-Nyenga, Kampala – Entebbe express road and Kamapala Northern Bypass projects.

The issue of withheld land titles dates back to the early 2000’s when Uganda National Roads Authority as the implementing agency for major road projects retained original Land titles during compulsory acquisition for verification to prevent multiple claims.

While compensation was paid to land owners they remained uncertain about the fate of their documents following UNRA’s dissolution and the handover of function back to the ministry. Affected people specifically those living along major highways such as Kampala -northern bypass have over the years petitioned both Parliament and Ministry of Works regarding the delayed return of their documents citing fears of fraud and potential loss of land ownership.

At the moment land owners have been invited to Ministry of Works and Transport field offices in Kyambogo to collect titles that had been previously held by Uganda National Roads Authority. “The program will be rolled out to cover affected other affected land owners along the different completed road projects country wide, Bageya Waiswa the Permanent Secretary of
Ministry of Works said.

“We sincerely apologize for the delay and any inconveniences caused to Land owners and appreciate your cooperation in concluding this long over due exercise, Waiswa added.
