Luuka Deputy RDC Faces Backlash for Assault on Car Wash Worker
Luuka’s Deputy Resident District Commissioner (DRDC), Mr. Paul Waiswa, commonly known as Bwenibwamwiko, is facing criticism and social judgment after allegedly assaulting an individual identified as Abudallah Kisige.
In a video circulating on social media platforms, Mr. Waiswa is seen and heard slapping a nonviolent youth sitting on a stationary motorcycle.
The incident occurred over the weekend at a washing bay in Kiyunga Town Council, Luuka district, where the appointed presidential representative lost his temper with a car wash attendant who allegedly disobeyed his orders to wash his vehicle.
According to reports, the washing bay where Mr. Waiswa had taken his vehicle has a car washing machine donated by the Luuka North legislator, Luke Kyobe, for young men to earn a living.
The boys, claiming the machine broke down, allegedly shifted their support to another candidate vying for the same constituency, whose representative (Kyobe) is reportedly a longtime friend of the DRDC.
Angry in the video, Waiswa accuses the boys of not utilizing the donated machine to clean his vehicle, demanding they wash it immediately.
The incident has sparked mixed reactions among the public, with calls for action against the government official.
Reports indicate that on Tuesday, March 5, 2024, the DRDC faced the disciplinary committee at the Office of the President in Kampala.
In a letter signed by Hajji Yunus Kakande, the secretary of the Office of the President, Waiswa was ordered to surrender his office, government vehicle, and any other property except his employment identity card.
“In view of the complaints of physical assault from Kisige, I hereby suspend you from duty as Deputy Resident District Commissioner of Luuka with immediate effect,” reads part of the letter.
“You should also prepare a written defense regarding the allegations as contained in Mr. Kisige’s complaint provided to you. You should show cause why your case should not be forwarded to the Reward and Sanction Committee of the Office of the President for further disciplinary action against you,” Kakande said in the letter, calling for Waiswa’s defense within a fortnight.
The criminal act, now under police management, brings the public service into disrepute and violates Section (F-r) of the Uganda Service Standing Orders (2021).
This presidential representative has a history of threatening actions even before his appointment as the DRDC.
