KCCA starts Boda Boda ‘census’ as official registration closes in September

Kampala Capital City Authority, KCCA has on Monday started the process of counting and documenting all boda bodas operators  in Kampala starting today,Monday.

Unlike the official registration exercise currently ongoing with the KCCA and the Ministry of Works and Transport, this has been described as a census ending on August, 30, 2022.

The exercise running 15 days between 8am and 5pm,  involves riders submitting application forms alongside National IDs, and logbooks among others

is to be enumerated during an exercise to take place at selected centres in the city.

“Riders should come with duly filled application forms available at the census centres, national identity card, letters from LC and Parish Internal Security Officer and copies of the motorcycle logbooks,” a notice from KCCA  reads in part.

According to KCCA, riders and motorcycle owners will be expected to apply at their respective divisions of operation. 

This exercise comes as boda boda operators have poked holes in the ongoing registration,under KCCA,  Minister for Kampala, RCCs ,Ministry of Works and Transport working with the Uganda Driving Licensing Agency

On July 11th, 2022,KCCA Executive Committee led by the City Lord Mayor Erias Lukwago,  Deputy Lord Mayor, Doreen Nyanjura, and councilors Olive Namazzi, John Mary Ssebuwufu, and Kizza Hakim Sawula, filed its petition before the Civil Division of the High Court.

 

The petition was among other things seeking judicial review on a directive by Kyofatogabye Kabuye, the Minister for KCCA prohibiting all unregistered boda bodas from operating in the Kampala Metropolitan Area.

 

Lukwago sued the Attorney General, Minister for Kampala Capital City Authority, and Kampala Resident City Commissioner.

 

Lukwago accuses the Minister and Rubaga Deputy RCC, Anderson Burora of reducing the number of Boda boda operators at specified stages and within KMP to only  7000 out of 200,000.

 

The case has since not come up for mention and the government continues to carry out the exercise with a deadline set for September 01.
