Former Deputy RCC Burora Faces Interdiction Over Derogatory Remarks on Parliament
Yunus Kakande, the Permanent Secretary at the Office of the President, has disclosed that Herbert Anderson Burora, the former Deputy RCC of Rubaga Division, could be interdicted over his comments regarding corruption and abuse of office directed at both Speaker Among and the institution of Parliament.
Kakande while appearing before Parliament’s Presidential Affairs Committee on Wednesday to present the entity’s 2024/25 national budget estimates, explained the disciplinary process involving Burora, stating that he was suspended and would now face the rewards and sanctions Committee for interdiction.
Kakande emphasized that he had advised Burora against going to the press, but upon refusal, he suspended him and would proceed with the interdiction process.
“Now we are going to send him to the reward and sanctions Committee for interdiction and be on half pay, that is the process how we weed them out. I called that RDC four times in my office, to desist from going to the press because our regulations and Public Standing Orders don’t allow them.”
He further added, “I advised him, he refused so what I did, I suspended him and after suspension, I am going to take him to rewards and sanctions Committee and then interdict him completely,” said Kakande.
He was responding to remarks made by Denis Oneka (Kitgum Municipality)MP, who asked him to explain what action had been taken against Burora for the derogatory remarks he made against Parliament.
“I have seen the need for capacity building. Our RDCs need to be sensitized a lot on the rules and mandates and where they should stop. What so far has been done to the Deputy RCC Rubaga who spoke derogatory message about Parliament? What has the Presidency done?” said Oneka.
Burora formally handed over the office of Deputy Resident Commissioner of Rubaga Division this week.
While handing over instruments of power, he emphasized the importance of service over personal gain, explaining that his decision was made to prioritize his conscience over the allure of his role.
“This is not merely about the office or the job, as Madam Anita assumed. It is about the service,” he reiterated, underscoring his commitment to public duty. While there may have been individuals whom I did not satisfy for various reasons, I can confidently say that I served according to my mandate” he said to journalists
He was suspended from his office last week by the Secretary in the Office of President, Kakande to pave way for investigations on allegations of undermining the person of the Speaker, who is a government official, undermining government programs and failing to fulfill his duty of supporting the State he serves.
He had dedicated five years and five months of dedicated public service.
Burora plans to hold a press conference on Thursday, March 21 to provide details on his future plans.
