The former spokesperson of the Criminal Investigations Directorate (CID), D/ASP Twiine Mansio Charles, was on Wednesday afternoon dramatically brought to Buganda Road Magistrates Court in chains and formally charged with multiple serious offences, including hate speech, incitement to violence, and conspiracy to commit a felony.
Twiine appeared alongside Mitala Noah alias Noah Mutwe, a known supporter of the opposition National Unity Platform (NUP). The duo was slapped with a total of eight charges stemming from activities allegedly committed between January 2024 and May 2025, according to charge sheets.
The charges range from hate speech under the Computer Misuse Act, conspiracy to commit a felony under the Penal Code, and incitement to violence targeting top government figures, including the President of Uganda and Gen. Muhoozi Kainerugaba, the Chief of Defence Forces.
One charge accuses Twiine of inciting Noah Mutwe to attack and kill the President “using pavers,” motivated by political opinion. Another alleges that Twiine used his computer to circulate messages claiming the Bahima ethnic group are “killers,” content which authorities say is likely to promote tribal hostility.
In additional counts, Twiine is accused of spreading malicious information and hate speech against high-ranking officials, including branding the Commander Defence Forces (CDF)Gen. Muhoozi Kainerugaba “a fat pig and a crook,” and calling Deputy Speaker Thomas Tayebwa “a money launderer, masquerader, and fraudster.”
He also insulted the Rt. Hon. Anita Annet Among, Speaker of Parliament, whom he is accused of referring to as a “rotten human being” and “chief sponsor of killings in Bukedea.
He further labeled Gen. James Birungi, a “killer and crook.
The charges fall under Section 79(1) of the Penal Code Act (Cap 128) for incitement, and Sections 26 and 28 of the Computer Misuse Act (Cap 96) for hate speech and malicious information.
Twiine reportedly went missing on Monday shortly after a private meeting with the Inspector General of Police at Police Headquarters in Naguru. His sudden disappearance triggered public speculation and worry among close associates and family. Later, it emerged that he had been handed over to the Special Forces Command (SFC), who then transferred him to the police Counter Terrorism Unit.
On Tuesday, his home in Kasangati was searched by security operatives. His wife told reporters that nothing was picked from the residence, but she was denied any communication with her husband during the operation.
Twiine and his co accused pleaded not guilty and have since been remanded to Luzira until June 05th
