Election Fever: MPs Want President to Declare State of Emergence as They Plot to Extend Their Office Tenure
A political scandal is now brewing in Parliament and brought to the attention of Intelligence as MPs attempt to extend their term of office.
The plot is being led by MPs Isaac Musumba and Michael Mawanda of the India arrest case scandal, Cecilia Ogwal, Veronica Bichetero and Francis Mwijukye.
The MPs have proposed that due to COVID19 and the difficulty with holding scientific elections, the government should declare a national state of emergency. In a carefully worded document that has been intercepted by intelligence, the MPs have laid out a plan of action that includes a petition to the President.
The document outlines how the President will benefit from extending the Parliamentarians’ term of office especially because the House majority is currently NRM and supports HE Yoweri Kaguta Museveni, as was shown during the Togikwatako debate.
The MPs know that only the President can declare a State of Emergency and have listed reasons including the rising COVID19 cases and the economic impact of the disease.
According to the document, Plan B if the President declines or delays to declare the State of Emergency is for the MPs to amend the constitution so that in the event of a Pandemic the Parliament led by the Speaker can extend their term of office.
Speaker Rebecca Kadaga has in recent months been at loggerheads with the President over various issues and is thought to be in support of the plan. During the COVID19 scandal when MPs received Ushs10bn she disagreed with the President and thereafter led debates in the House questioning his leadership on some issues.
The plan outlines how a “political checkmate” will happen because if the President declares a State of Emergency by the time elections are due, by law he must hand over to the Speaker to manage the Country for at least six months.
