The Electoral Commission has officially launched preparations for the upcoming Parliamentary and Local Government Councils by-elections in Kisoro District.
During a Stakeholders’ Consultative meeting held earlier today, Justice Byabakama emphasized the importance of cooperation among all electoral actors to ensure peaceful, credible, and efficient by-elections.
The by-election for the District Woman Representative to Parliament in Kisoro District was necessitated by the passing of Hon. Nyirabasitsi Sarah Mateke on 7th September 2024. Justice Byabakama urged all stakeholders to honor her legacy through a smooth and peaceful election process.
He highlighted that this by-election is not only a constitutional requirement but also a critical moment for the people of Kisoro to exercise their democratic rights in choosing a new representative.
Justice Byabakama reiterated the 60-day timeline for the by-election, which will culminate in polling days set between 11th and 14th November 2024. He outlined the following key dates, stressing their significance to the success of the election:
Nominations: Scheduled for 30th and 31st October 2024, these are crucial dates for candidates to formalize their participation in the race.
Polling Days: Councillors representing Special Interest Groups will be elected on 11th November, while the District Woman Representative and other Local Government Councilors’ will be chosen on 14th November 2024.
The Chairperson called on all stakeholders to actively participate in the ongoing update of the National Voters’ Register. This critical process, which started on 27th September and will run until 1st October 2024, allows eligible voters to register or transfer their polling stations within Kisoro District.
Justice Byabakama emphasized that verifying voter details is essential to prevent disenfranchisement and ensure that every eligible voter can participate.
He underscored the need for public education and voter mobilization efforts to guarantee maximum turnout and informed participation. The EC, in partnership with various stakeholders, will continue sensitizing the public about the importance of verifying their voter information and the electoral process as a whole.
Justice Byabakama also invited applications for accredited election observers, stressing that neutrality is critical in safeguarding the integrity of the election. He called on all observers, whether from civil society or international organizations, to uphold principles of impartiality and objectivity. Their presence, he added, would play a vital role in ensuring transparency and public trust in the electoral process.
Throughout his address, Justice Byabakama reiterated the importance of collaboration between the Electoral Commission, political parties, candidates, civil society, and local leaders to deliver a peaceful, free, and fair election. He noted that the EC remains committed to upholding electoral standards and urged all stakeholders to support the process by respecting the laws and guidelines set out by the Commission.
As Kisoro District prepares for these by-elections, the EC will continue working closely with the local communities, security agencies, and election observers to foster a conducive environment for credible elections.
Justice Byabakama’s call for cooperation and integrity sets the tone for a by-election that will not only honor the late Hon. Mateke’s service but also reaffirm the democratic values that underpin Uganda’s political system.
This consultative meeting marks the official start of a well-organized electoral process that promises to be transparent, inclusive, and reflective of the will of the people.
