The Uganda Electoral Commission (EC) has embarked on a nationwide exercise to conduct interviews for the recruitment of Sub-county and Parish Election Supervisors.
This initiative marks a critical step in preparing for upcoming electoral activities as the country gears up for the 2025/2026 General Elections.
The recruitment drive follows a widely publicized external job advert by the EC, calling on Ugandans with proven integrity, initiative, and a commitment to public service to apply for part-time and temporary employment.
The positions, which include Sub-county Election Supervisors and Parish Election Supervisors, are essential in ensuring the smooth execution of electoral activities, including voter education, updating the voters’ register, and mobilizing citizens to participate in the electoral process.
The call for applications required candidates to submit their credentials to District Election Administrators by Monday, 4th November 2024. Shortlists of qualified candidates have since been displayed at district election offices, and interview schedules have been communicated through local radio stations.
Key Responsibilities of the Election Supervisors
The recruited officers will play a pivotal role in managing electoral activities at the local level, ensuring transparency, accountability, and public trust in the electoral process.
Sub-county Election
Supervisors will oversee electoral activities within their sub-counties, including conducting voter education, issuing voter location slips, and supervising polling day operations. They will report directly to the Returning Officer.
Parish Election Supervisors, on the other hand, will be responsible for electoral activities at the parish level, reporting to the Sub-county Election Supervisor. Their duties will include mobilizing communities, ensuring timely delivery of electoral materials, and updating the voters’ register.
Both positions are contract-based for three months, with the possibility of renewal, and candidates are required to possess either a Uganda Certificate of Education (UCE) or Uganda Advanced Certificate of Education (UACE), depending on the role.
The interviews, currently underway, are being conducted in all districts across the country. The EC has ensured a decentralized process by working closely with District Election Administrators to streamline interview schedules and communicate effectively with applicants.
During the interviews, candidates are assessed on their understanding of the electoral process, ability to work under pressure, communication skills, and knowledge of public affairs. Priority is given to individuals with at least three years of residency in the sub-county or parish they intend to serve, ensuring a deep understanding of local dynamics.
The recruitment of Sub-county and Parish Election Supervisors is an essential component of the Electoral Commission’s mandate to deliver free, fair, and credible elections. These officers will serve as the backbone of the EC’s operations at the grassroots level, ensuring seamless coordination of all electoral activities.

Successful candidates will be remunerated through e-cash, requiring all applicants to have mobile money-registered phone numbers in their names. The adoption of e-cash payments reflects the EC’s effort to enhance efficiency and reduce bureaucratic delays.
The EC has urged all stakeholders, including local leaders and civil society organizations, to support the recruitment process and encourage citizen participation in electoral activities.
