EC Faces Shs960 Billion Funding Gap Ahead of 2026 Elections
The Electoral Commission has informed MPs on the Legal and Parliamentary Affairs Committee about a significant funding shortfall of Shs960 billion for the Financial Year 2024/2025.
This deficit will adversely affect electoral preparations leading up to the 2026 general elections. Out of the Shs1.1 trillion required for organizing the 2026 polls, only Shs150 billion has been allocated by the Ministry of Finance.
The Commission, led by chairman Simon Byabakama, appeared before the committee to present their budget estimate for the FY 2024/2025. They highlighted crucial activities at risk due to insufficient funds, such as the demarcation of new constituencies, polling station reorganization, compilation of general registers, and voter education for special interest groups.
Despite the Commission’s plea, the committee expressed reservations, emphasizing the need to prioritize other areas of service delivery. The Budget Estimate submitted also outlines specific fund requirements, including Shs1.6bn for new staff recruitment in 10 new cities, Shs15.3bn for anticipated by-elections, Shs3.3bn for voter education, Shs7.9bn for EC office operationalization in new cities, and Shs3.9bn for fleet procurement.
Capital development necessitates Shs7.2bn, while funds are also allocated for national consultative forums, domestic arrears, and restructuring the Electoral Commission. Furthermore, the Commission faces challenges in implementing court rulings enabling Ugandans in the diaspora and those in prisons to participate in general polls.
