Drama as Col Kaka Bagyenda Boycotts Office Handover Ceremony
There was tension at the Internal Security Organisation headquarters as the meeting called by the Minister of Security, Gen. Elly Tumwine to witness the handover from Col. Kaka Bagyenda to Lt. Col. Charles Oluka turned stormy after the former ISO boss boycotted the function.
A highly placed source told this reporter that Col Bagyenda made Gen Tumwine wait from 2 PM until 6 PM when the General decided to conduct the function in the absence of Col Bagyenda.
According to a security source, Col Bagyenda had been going to the office until the day he was supposed to handover the office.
“It was chaotic just. Minister arrived at 2 pm. They waited for the guy till 6 pm. Kaka never showed up yet he has been in the office every day,” the source said.
As a result, Col Don Mugimba who has been Kaka’s deputy is the one who handed over Kaka’s handover report.
Meanwhile, Gen Tumwine reportedly chased the incoming Deputy Director General Maj. Emmy Katabazi saying he was not recognised as deputy DG.
Relatedly, the source told this website that there is excitement at among ISO operatives who have welcomed the changes at the security agency.
“What happened today was ugly but l have never seen people so happy, we thank God for this new chapter,” a source at the spy agency noted.
