Census Night: Midnight Roadblocks to Count Transit Population
In a few hours’ time, Uganda’s 2024 National Housing and Population Census will commence, with roadblocks set to be staged on highways starting at midnight to count individuals in transit, who will be categorized as the ‘floating population’.
Chris Mukiza, the Executive Director of the Uganda Bureau of Statistics (UBOS), announced that with the support of security agencies, roadblocks will be established on highways from midnight onwards to mandatorily count people in transit.
Mukiza stated that the roadblocks will be placed on major roads across the country, targeting the “floating population,” which includes street children, bus and truck drivers, and passengers.
He further explained that individuals counted while in transit will receive a card to prevent double-counting.
Mukiza cautioned that the law empowers the UBOS Executive Director to take legal action against anyone providing incorrect information or obstructing others from providing accurate information.
“While the law grants us the authority to do so, we will primarily appeal to Ugandans to participate willingly. However, we will enforce this provision where certain groups prevent others from providing the necessary information,” he said.
Speaking to journalists about the government’s preparedness for the census, Amos Lugoloobi, the State Minister in charge of Planning, highlighted that the census aims to answer five key questions: the country’s population, residential locations, possessions, and household sizes.
