The Vice Chairperson of the National Resistance Movement (NRM), Al Hajji Moses Kigongo, has urged leaders in Mukono District to serve with integrity, discipline, and commitment to the people rather than focusing on self-interest or making promises they cannot fulfill.
Al Hajji Kigongo made the call while addressing the Mukono District Leaders’ Conference held at Colline Hotel, Mukono, which brought together a wide range of leaders including NRM flag bearers for parliamentary and local government positions, Chairpersons at various levels, councilors, religious leaders, Headteachers,security officials and business representatives

Prominent figures in attendance included Lt. Gen. Proscovia Nalweyiso, Assistant Inspector General of Police Moses Kafeero Kabugo (Director Human Resource Development and Training, Uganda Police Force), Hon. Rosemary Sseninde Nansubuga (Director for Mobilization, NRM), Hon. Barbara Nekesa Oundo (NRM Director of Treasurer), and several members of the Mukono Think Tank.
Mukono NRM District Chairperson Hajji Harunah Ssemakula welcomed the leaders and commended Al Hajji Kigongo and other national officials for their continued guidance. He highlighted several government achievements in Mukono, particularly in road infrastructure such as the Mukono–Katosi–Nyenga Road and ongoing works under the Greater Kampala Metropolitan Area Urban Development Program (GKMA–UDP). He also mentioned the establishment of multiple industries that have created jobs and boosted local revenue.
Mukono District Chief Administrative Officer (CAO), Mr. Henry Ddamba, emphasized the responsibility of public servants to communicate government programs and achievements to the people. He said this transparency aligns with the NRM manifesto and helps citizens understand how government funds, such as those from the Parish Development Model (PDM), are being used. He also called for readiness as the district prepares to host the President of Uganda in an upcoming visit.

In her remarks, Resident District Commissioner (RDC) Hajjat Fatuma Ndisaba Nabitaka thanked Al Hajji Kigongo and Gen. Nalweyiso for their love and support toward the people of Mukono. She urged leaders at all levels to engage directly with the communities they serve and sensitize them about government achievements, such as the construction of schools, health centers, and roads, as well as the implementation of empowerment programs like PDM and Emyooga.

The State Minister for Finance and Microfinance and NRM Vice Chairperson for Buganda Region, Hajji Haruna Kyeyune Kasolo, encouraged all leaders to work together to showcase the government’s achievements under the current administration.
He reminded them that many citizens are not aware that the government provides financial support to youth, women, the elderly, and other groups through various initiatives.

Lt. Gen. Proscovia Nalweyiso called for unity among Mukono leaders, discouraging internal divisions and rivalry. She emphasized that development and stability can only be achieved when leaders work together despite political differences. She also pledged her support to all NRM flag bearers in the district and cautioned them against undermining one another.
Al Hajji Moses Kigongo reiterated the importance of moral conduct and honesty in leadership. He advised leaders to prioritize service delivery, avoid selfishness, and desist from making unrealistic promises simply to please the public. “Leaders should tell the people the truth about what government has done and what it can do. Do not promise what you cannot fulfill,” he said.The conference served as a strong reminder to Mukono leaders to embrace integrity, unity, and transparency in their service to the people. With a clear message from Al Hajji Moses Kigongo and other senior NRM figures, the call to action was unmistakable: leaders must work together, speak the truth, and focus on tangible development that transforms communities and strengthens the trust between citizens and government.
