The Chief of Defence Forces (CDF), Gen. Muhoozi Kainerugaba, has bid farewell to His Excellency Vladlen Semivolos, the outgoing Ambassador of the Russian Federation to Uganda, marking the conclusion of a diplomatic tenure defined by significant strategic cooperation and mutual respect.

During a farewell call held at the Special Forces Command Headquarters in Entebbe, the CDF expressed gratitude for the ambassador’s role in advancing the enduring partnership between Uganda and Russia. He noted that the bond between the two nations remains unbreakable, rooted in a shared history and a modern commitment to regional stability.

Kainerugaba highlighted the impact of Russian support on the modernization and professionalization of the Uganda People’s Defence Forces (UPDF). He emphasized that the technical cooperation and specialized collaboration during the Ambassador’s tenure have been invaluable to Uganda’s national security framework, strengthening the nation’s ability to neutralize threats, secure borders, and ensure operational success across various missions.

The CDF characterized Russia’s military support as a clear reflection of the depth and strength of the bilateral relationship.

In response, Ambassador Semivolos reflected favorably on his four-year and five-month tenure, noting a significant consolidation of ties between the two nations. He further highlighted ongoing work on several frameworks intended to formalize cooperation through Memoranda of Understanding in sectors such as tourism, agriculture, and immigration, aimed at further solidifying the strategic partnership.

Uganda and Russia are set to conclude a reciprocal visa-waiver agreement for diplomatic and official passport holders, which will be integrated into a broader Memorandum of Understanding scheduled for signing in the near future.

While wishing Ambassador Semivolos success in his future assignments, Gen Kainerugaba assured the outgoing Russian envoy of the UPDF’s readiness to cultivate an even more robust military and diplomatic relationship for the future. The meeting concluded with a commitment to further deepen bilateral ties, with the CDF noting that regular high-level exchange visits have become a testament to the closeness of the two nations.

The farewell call was also attended by high-ranking officers of the Uganda People’s Defence Forces, including the Chief Joint Staff, Lt Gen Jack Bakasumba; the SFC Chief of Staff, Brig. Gen. Paul Namawa; the Joint Staff Logistics, Brig. Gen. Godwin Karugaba; and the Commander of the Marine Brigade, Brig. Gen Micheal Nyarwa.
