Police Raise Concern Over Rising Provocation on Security Officers During Campaigns

The Uganda Police Force has expressed growing concern over a series of incidents involving alleged provocation of security personnel and defiance of campaign guidelines in several parts of the country.

Addressing the press on Monday morning at the police headquarters in Naguru, the police spokesperson Kituuma Rusoke cited an occurrence on 2 December 2025 in Wakiso District where supporters of FDC presidential candidate Hon. Nathan Nandala Mafabi reportedly obstructed and assaulted three police officers who were managing traffic during the candidate’s procession.

He mentioned a similar case was recorded in Mbarara, where a motorcycle rider is said to have deliberately knocked down a police officer who was clearing the road for smooth traffic flow.

Kituuma also revealed other  incidents in Nwoya and Amuru districts, where the District Security Committee and the NUP campaign organizing committee had agreed on a rally venue in Patra. According to police, the presidential candidate later disregarded the agreement and shifted his campaign activity to Anaka Trading Centre without prior notice. A subsequent rally, initially scheduled for the Pentecostal Assemblies of God playground in Amuru, was also abandoned, with the candidate attempting to proceed towards Elegu Border Point before being stopped by security at Parabel Corner in Atiak Subcounty.

He urged all candidates and their supporters to avoid acts of violence, inflammatory remarks, and violations of electoral guidelines, noting that such behaviour endangers public safety, property, and community cohesion.

He however noted that security personnel have been reminded to operate strictly within the confines of the law. Any officer found acting outside established standards will be subjected to investigation and appropriate disciplinary action.

Police concluded by calling for calm, dialogue, and cooperation between candidates, supporters, and security agencies, stressing that peaceful engagement is essential to maintaining order throughout the electoral process.
