The Electoral Commission has revealed plans to implement the Biometric Voter Verification System (BVVS) during the 2025/2026 General Elections, aiming to strengthen voter verification across the country. Central to this initiative are the Biometric Voter Verification Kits (BVVKs), which will be deployed at polling stations nationwide.
According to the Deputy Spokesperson, Paul Bukenya the Commission is inviting applications from qualified and experienced individuals to fill positions as BVVK Operators and BVVK Trainers on a short-term contract basis. He says interested applicants must submit certified copies of academic certificates, a National Identity Card, a comprehensive CV with two referees and daytime contact numbers, and two passport-size photos. Shortlisted candidates will be notified at District Electoral Commission offices regarding interview dates and venues.
BVVK Operators will be responsible for verifying voters, operating the BVVKs, scanning ballots, and supporting the opening and closing of polling stations under the supervision of Presiding Officers. Operators must ensure BVVKs are fully charged, securely stored, and accessible only to authorized personnel. They will also scan key election forms, comply with data integrity and security policies, and be deployed during all four rounds of the election process. Operators must be registered voters in their district of choice and have at least an advanced ‘A’ level certificate, while experience with Android devices is an added advantage.

Bukenya also states that the Commission is seeking 1,050 BVVK Trainers, with three trainers per county, to prepare and guide operators before and during elections. Trainers will conduct sessions on the BVVS, explain technical concepts in simple terms, provide one-on-one support, monitor learning progress, and troubleshoot issues during both training and polling. Qualifications for trainers include a minimum of a diploma in Information Technology, Computer Science, Software Engineering, Business Computing, or related fields, with experience in training or capacity building considered an advantage.
Bukenya also clarifies that deployment for both trainers and operators is expected to last three months, covering pre-election preparations, election day, and post-election activities. Applicants are required to hand-deliver their applications to their respective District Election Administrator offices by 21st November 2025, with envelopes clearly marked “Application for the post of Biometric Voter Verification Kit Trainer.”
