The atmosphere at the Kyabazinga Grounds in Bugweri District is electric as NRM Presidential Candidate Yoweri Kaguta Museveni accompanied by First Lady Maama Janet Museveni have made way through an energized crowd eager to hear about the 2026–31 NRM Manifesto.

TBugweri boasts of development in terms of Infrastructure, Electricity , Health facilities with 1 health center iv, six health center III’s, schooling with 59 Public Schools . The local leaders affirm that the area has access to 84 percent pipped water accessible to locals ,Electricity access.

While the visit focused on the manifesto, research shows that Namutumba District, neighboring Bugweri, continues to make strides in development. The district comprises 20 Sub-Counties/Town Councils, 111 Parishes, and 629 villages, with a population of 311,339 according to the 2024 census.

Voter registration has grown to 152,369 in 2025, up from 121,149 in the previous elections, where President Museveni received 38,427 votes (56.1%), while the NUP candidate polled 27,504 (40.1%).

Parish Development Model and Emyooga

Under the Parish Development Model (PDM), Namutumba’s 111 parishes have cumulatively received Shs.34.2 billion, benefiting 34,224 households (47.8%), while the remaining 37,348 households (51.2%) have yet to receive support.

In addition, the three constituencies host 54 Emyooga SACCOs with 15,102 members, with government disbursements totaling Shs.2.42 billion.

Education and Health Progress

The district has 109 government primary schools and 165 private schools, along with 8 government secondary schools and 31 private secondary schools. Seven government secondary schools provide Universal Secondary Education (USE) and Universal Post Ordinary Level Education and Training (UPOLET), enrolling 10,209 students.

At the sub-county level, only 7 of 20 host government secondary schools, leaving 13 underserved; the construction of three Seed Secondary Schools is expected to reduce this gap to 10 sub-counties.

In health, 1 sub-county has a HCIV, 8 have HCIIIs, while 11 remain without a higher-level facility. Upgrades and new constructions are planned across multiple sub-counties, including Nabweyo and Bugobi.

Water, Sanitation, and Environment

Out of 629 villages, only 280 (44.5%) have access to safe water. Completed projects include rehabilitation of 115 water sources, construction of 58 new boreholes, three piped water systems, and the Namutumba Town Council Piped Water Supply, serving 23,836 people.

Ongoing initiatives include 24 new boreholes, a production well, and the Bukana water supply project. Future piped systems for Kibale and Bugobi will further improve access to clean water.

Environmentally, the district retains 14,300 hectares (45.1%) of intact wetlands, while 17,420 hectares (54.9%) are degraded. Efforts to boost agriculture include the Mazuba Valley Tank (10,000 m³) and the Mazuba Solar Powered Irrigation Scheme.
