Kumumanya Hails Success of Regional Development Programme

Ben Kumumanya, the Permanent Secretary of the Ministry of Local Government, has underscored the remarkable achievements and transformative impact of the Regional Development Programme (RDP) during its 2020–2024 implementation period.

Speaking at the Joint Regional Development Programme Annual Review, Kumumanya commended the strong collaboration among government institutions, which played a key role in the successful execution of the programme. He noted that the RDP operated with an approved budget of sh3.8 trillion, achieving an impressive 89% release rate and a 95% absorption rate.

As a result of these efforts, the RDP delivered tangible outcomes that improved livelihoods and strengthened local economies across the country.

Over 3,800 kilometres of community access roads were constructed and rehabilitated across 80 districts, while 237 school facilities and market infrastructures were established. Additionally, improved agricultural inputs were distributed to enhance productivity and food security.

The programme also made strategic investments in agro-processing facilities to promote value addition and supported digital innovations that empowered small and medium enterprises (SMEs), particularly those led by women and youth.

Kumumanya reaffirmed the Ministry’s commitment to consolidating these achievements through continued collaboration with development partners and stakeholders.

He emphasized that the goal is to ensure regional development remains inclusive, sustainable, and aligned with Uganda’s Vision 2040 and the National Development Plan III.
