Three individuals have been charged before the Kyankwanzi Chief Magistrates Court in connection with the alleged mismanagement and fraudulent solicitation of funds under the Parish Development Model (PDM) in Kyankwanzi District.
This follows a directive by H.E. President Yoweri Museveni during his recent Greater Mubende Wealth Creation Tour in Kyankwanzi, where he instructed Brig. Gen. Henry Isoke, Head of the State House Anti-Corruption Unit, to investigate reports of irregularities in the implementation of the PDM programme in the district.
In response, the State House Anti-Corruption Unit , in partnership with the Criminal Investigations Directorate CID) and the Office of the Director of Public Prosecutions (ODPP), arrested and charged the suspects.
The accused are: Mutyaba Henry, Community Development Officer, Kyankwanzi Sub-County, Ntemu John, Chairperson of Kasoolo Nkawandwa Parish PDM SACCO and Kizito Moses, Secretary of the same SACCO.
According to prosecution, Mutyaba, together with others still at large, is alleged to have used threats and coercion to solicit money from PDM beneficiaries in Kyankwanzi Parish, with the false promise of enrolling them into the PDM system.
Meanwhile, Ntemu and Kizito face charges of obtaining money by false pretenses. They allegedly collected large sums of money from hundreds of SACCO members under the pretext of facilitating access to government funds.
The court remanded Mutyaba until May 21, 2025, while investigations continue and efforts to apprehend additional suspects remain ongoing.
Authorities have reaffirmed their commitment to ensuring that PDM funds reach intended beneficiaries and are not diverted through corruption or manipulation.
