The Democratic Party (DP) President, Norbert Mao, has strongly criticized Kampala Capital City Lord Mayor, Erias Lukwago, calling him a disgrace to the people he represents.
While addressing a weekly press conference at the DP headquarters on Tuesday, 11th March 2025, Mao, who also serves as the Minister of Justice and Constitutional Affairs, described Lukwago as the worst Lord Mayor Kampala has ever had.
“He should go to Gulu for benchmarking because everything achieved in Gulu was done without changing the government in Kampala,” Mao remarked.
During the briefing, Mao also presented the resolutions from the DP’s 12th National Council and National Executive Committee meeting, which took place from March 5th to 7th, 2025, at May 7 Gardens in Soroti City.
According to Mao, the current Lord Mayor is failing in his duties, as a mayor is supposed to focus on serving the people. “I was once a local government leader, and we accomplished what needed to be done without changing the government. At the same time, we worked to improve what needed to be changed within the government. A true mayor must love Kampala and its people,” he stated.

Mao further accused Lukwago of previously fighting against DP leaders before defecting to the Forum for Democratic Change (FDC), where he later betrayed its leadership. He also pointed out that Lukwago has now aligned himself with the People’s Front for Freedom.
Emphasizing DP’s stance, Mao asserted that the party has no room for individuals who oppose constructive engagement. He advised those seeking change to pursue it with intelligence and strategy.
Following its meetings in Soroti City, DP passed ten resolutions, one of which was the formal adoption of the Cooperation Agreement between DP and the National Resistance Movement (NRM) as an official working document of the party.
