Dr. Pamela Tibihikirra-Kalyegira Appointed New Director of LDC
Dr. Pamela Tibihikirra-Kalyegira steps into the role of director at the Law Development Centre (LDC), succeeding Mr. Frank Nigel Othembi, who completed his 12-year tenure on April 30.
Dr. Tibihikirra-Kalyegira brings a wealth of experience to her new position, having previously served as the chairperson of the Uganda Law Reform Commission.
Justice Paul Kahaibale Mugambe (Rtd), chairperson of the LDC management committee, expressed optimism in Dr. Tibihikirra-Kalyegira’s leadership, stating that her proven track record and transformative approach will guide the institution to even greater success in legal education.
“Dr. Tibihikirra-Kalyegira’s extensive background in legal education, training, and administration of justice makes her an ideal candidate for this role,” said Justice Mugambe. “Her previous roles, including serving as the dean of the Faculty of Law at Uganda Christian University and as director of Quality Assurance and Accreditation at the National Council for Higher Education, highlight her commitment to excellence in legal education.”
Dr. Tibihikirra-Kalyegira’s academic achievements include a Bachelor of Laws (Hons) from Makerere University, a Diploma in Legal Practice from LDC, a Master of Laws in Public International Law (Merit) from the London School of Economics, and a Doctorate in Judicial Science (SJD) from Indiana University, Maurer School of Law, where she studied as a Fulbright Scholar. She was admitted as an advocate of the High Court of Uganda in 1999 and has practiced commercial law in the country.
Prior to her academic career, Dr. Tibihikirra-Kalyegira worked in the field of public international law with organizations in West and South Africa. She was also recognized as the Best Female Academician Lawyer at the Women in Law Awards by the Uganda Law Society in 2016. Additionally, she served as a member of the LDC management committee from 2010 to 2016, further enriching her understanding of the institution’s operations.
