Rakai Senior Civil Servants Face Arrest for UGX 638M Payroll Fraud

As per the IGG, the decision to arrest follows a boardroom session involving officials from both Kyotera and Rakai DLGs

The Deputy Inspector General of Government (DIGG), Anne Twino Muhairwe, has issued orders for the apprehension of the Principal Human Resource and the Senior Human Resource from Rakai District Local Government (DLG), accusing them of inflicting a financial loss of over UGX 638M upon the government.

The arrest mandate for the duo, identified as Rose Yawe and Aaron Kayinga, was confirmed via the Inspector General of Government’s (IGG) official X handle, formerly Twitter.

As per the IGG, the decision to arrest follows a boardroom session involving officials from both Kyotera and Rakai DLGs at the Kyotera district headquarters.

During the session, the Deputy IGG addressed various issues including fraud within the payroll system, mismanagement of pensions, staff victimization, and substandard execution of public projects.

The Deputy IGG stated that the duo were allegedly implicated in a payroll fraud scheme resulting in a financial loss exceeding UGX 638M for the government.

“Deputy IGG, Anne Twino, has this evening ordered the arrest of Ms. Rose Yawe, Principal HR, and Mr. Aaron Kayinga, Senior HR, from Rakai DLG. The duo was allegedly involved in a payroll fraud that caused a financial loss of UGX 638M,” IG posted on its official X handle.

On March 11, 2024, the Inspectorate of Government arrested nine officials from Bugiri District Local Government and one from Madi Okollo DLG for allegedly causing a financial loss of UGX 1.2 billion to Bugiri District.
