KCCA Appoints New Director of Physical Planning
In a recent announcement made on Tuesday afternoon, Kampala Capital City Authority (KCCA) has appointed Byendaimira Vicent Biribonwa as the substantive Director of Physical Planning.
Byendaimira will assume the role, succeeding Moses Atwine, who vacated the position in 2020 upon resignation. Anita Kusiima had been serving in an acting capacity since then.
Byendaimira Vicent Biribonwa brings a wealth of experience to KCCA, having previously served at the Ministry of Lands, Housing and Urban Development as Commissioner of Physical Planning and Acting Director for Physical Planning and Urban Development.
The Directorate of Physical Planning plays a crucial role within KCCA, responsible for planning, designing, and managing the city’s physical infrastructure. This includes tasks such as zoning, land subdivision, and demarcation for development areas. Additionally, the Directorate guides the Authority on matters of urban design, infrastructural improvement, and land development.
One of the challenges facing the Directorate is the issue of incompatible land uses in certain areas of the city. This not only affects businesses but also poses risks to residents.
Instances of residential buildings, lodges, churches, markets, and schools being clustered together have been observed.
With Kampala’s population steadily increasing, reaching an estimated 1.5 million residents according to the 2014 National Population and Housing Census, proper planning becomes increasingly vital.
According to a 2017 World Bank report, the population of Kampala is projected to surge to 12 million people by the year 2050.
