Government to Introduce Bills Streamlining Agencies Across Key Sectors

Parliament will this week consider government proposals to merge and scrap off some agencies.

The Prime Minister, Robinah Nabbanja, announced that the government will introduce bills in Parliament to streamline various agencies in four sectors of the country.

These bills include ones focusing on the Education, Internal Affairs, Natural Resources and Environment, and Works and Transport sectors.

Nabbanja made this announcement during a parliamentary session on Thursday, February 8, 2024, while discussing upcoming government business.

These bills are being introduced following concerns raised by lawmakers about the government’s approach to merging agencies.

This move will see over 2,200 civil servants laid off, and over Shs79Bn spent in compensation to the affected staff.

The proposals contained in the earlier Rationalisation of Government Agencies (Repeals and Amendment Bill 2023, among the agencies to be affected include; Uganda National Roads Authority, Uganda Road Fund that will revert back to the Ministry of Works and Transport.

The Higher Education Students Financing Board, National curriculum Development Centre will likely return to the Ministry of Education while; National Forestry Authority, Uganda National Meteorological Authority are expected to return to the Ministry of Water and Environment

The Minister for Public Service, Wilson Muruli Mukasa, had previously promised to discuss these agency mergers with relevant parliamentary committees to ensure a clear position is presented to the House.

Additionally, Nabbanja mentioned that the government plans to present the Constitution (Amendment) Bill, 2023, along with five other bills including those related to health, arbitration, development in Karamoja, and electricity.

Nabbanja also noted that the Minister for Internal Affairs would provide an update to Parliament on the process and guidelines for renewing national identification cards, as requested by lawmakers.
