Top Police Officer Arrested for Aggravated Defilement in West Nile Region

Police in Arua are holding one of their own, the Inspector of Police (IP) Thomas Otim, the head of the West Nile Region Professional Standards Unit for the  aggravated defilement of a one-year-and-nine-month-old girl.

Otim is currently at the Arua Central Police Station where he awaits guidance from the Directorate of Public Prosecution (DPP).

The 49-year-old senior police officer defiled the daughter of a fellow police surgeon stationed at Arua Central Police Barracks. The alleged incident took place within the confines of the police barracks on October 9, 2023.

According to police reports, Otim, who resides in close to the victim’s family, is said to have lured the young girl to his residence while she was with her mother, Rachel Nsiima.Otim’s calls persisted, and he eventually physically brought the girl to his house. The situation took a sinister turn when screams from the girl alerted her elder brother.

Initially, the suspect refused to return the child, taking her to a nearby kiosk to buy drinks before eventually letting her go back home. However, upon her return, the minor began crying and indicated that “Uncle” Otim had harmed her in a grievous manner.

Distraught and alarmed, Nsiima conducted an examination of her daughter, revealing disturbing injuries in her private area. Fearing the worst, she immediately reported the incident to the police, which led to the initiation of a General Inquiry File (GEF: No. 86/2023). Subsequent medical examinations confirmed penetration and injuries to the girl’s private parts.

Initially, Otim was granted bail, a decision likely influenced by his position as the head of the West Nile Professional Standards Unit.

However, the situation took a dramatic turn as he was re-arrested on Tuesday following a directive from the Police headquarters. Due to the severity of the case and Otim’s status, the victim has been placed on Post Exposure Prophylaxis (PEP) as a precautionary measure.

Josephine Angucia, the Police Spokesperson for West Nile, confirmed the incident and Otim’s arrest, leaving the community both shocked and deeply concerned about the safety and well-being of their children.
